RouteSprout LLC provides transit service assessment, planning, and implementation support to transit agencies, universities, airports, and any other operators of fixed-route or microtransit services. We work directly with transit operators, or in a supporting role as part of a larger consulting team.
At RouteSprout, our ultimate mission is to help transit providers launch effective, efficient, and appealing transit services - in other words, to help routes sprout! To achieve this mission, we take a holistic approach to service design that is both data-driven and informed by stakeholder input and industry best practices. While we love to see routes sprout, we also recognize that fixed-route service is not always the best fit for every community. With more mobility tools available than ever before, RouteSprout can help communities determine not only where transit service should go, but also what type of transit service should go where.

Boris Palchik founded RouteSprout LLC in 2024, with the aim of supporting transit providers through all phases of the service planning and implementation process. Boris has almost 25 years of experience in the transit industry, both as a consultant and as a staff planner. He has developed fixed-route and microtransit service plans for systems of all sizes, with a focus on improving ridership, productivity, and the overall user experience. Boris specializes in diagnostic service assessments and comprehensive system redesigns. In addition, his areas of expertise include service scheduling, run-cutting, and site-specific transit planning for airports, universities, and other large campuses and institutions.
To support this work, Boris has established a network of experienced independent planners, schedulers, data analysts, and GIS specialists. This flexible staffing approach ensures that each client has access to the specific skill-sets necessary to ensure their project's success. The RouteSprout team has a strong track record of implementation, but moving a service plan from paper to pavement can be challenging for any transit provider. To advance our mission of service implementation, RouteSprout has assembled a Board of Advisors to help our team, and by extension our clients, navigate the technical, political, and financial hurdles that can be barriers to implementation for even the best of service plans. Each member of the Board of Advisors offers a unique perspective on a particular aspect of the transit industry.

Katharine Egan Kelleman has served as Pittsburgh Regional Transit's chief executive officer since 2018. Since joining PRT, Katharine has supported better communication with riders; championed the need for a long-range service plan; and fought to ensure stable, reliable, and sustainable funding to support a growing system. Prior to her tenure at PRT, Katharine served as the CEO at Hillsborough Area Regional Transit in Tampa, Fla. She previously worked in leadership roles for the Maryland Transit Administration and Dallas Area Rapid Transit. She began her career in public transit as a transit planner in San Angelo, Texas. Katharine serves on the board of the United Way of Southwestern Pennsylvania, International Women’s Forum (IWF), Queens Gambit and as Cub Master for Pack 28 in Pittsburgh's South Hills.

Will Rodman is a Senior Research Scientist in Texas A&M Transportation Institute’s Transit Mobility Program. With 46 years of relevant experience, Will is a nationally recognized as an expert in access and mobility. His expertise includes planning, designing, evaluating, and improving ADA paratransit, human service transportation services, rural dial-a-ride services, and on-demand services such as microtransit and alternative services. Over the years, Will has directed hundreds of such studies for transit agencies of all sizes. He has also assisted with the procurement of paratransit and on-demand services as well as technology that support such services; has served as an ADA paratransit subject matter expert for FTA compliance reviews; and has completed short-range transit plans and TDPs for small urban and rural transit agencies. Will also has experience in operations, implementing and managing paratransit brokerages, paratransit call and control centers, and several small to midsize paratransit operation contracts.

In his current position he serves several of the nation’s top medical institutions in the Longwood area of Boston including Brigham & Women's Hospital, Beth Israel Deaconess Medical Center, Boston Children's Hospital, Dana-Farber Cancer Institute, and Harvard Medical School. In previous roles, Tom led highly successful mobility projects with clients including Louisiana State University, Ohio State University, University of North Texas, Indiana University Purdue University Indianapolis, Tufts University, Boston University, University of Massachusetts at Lowell, and SUNY Albany.
